<紀行・エッセー・感想文>GNHを考えた旅 --京都大学ILASセミナー「ブータンの農村に学ぶ発展のあり方」2016年度現地スタディーツアー参加者の覚書報告集--

Abstract

本報告集は帰国後の半年後に作成されたことから、フィールドワークの熱気が静まった境地で各個別報告書が書かれている。しかし、各個別報告が一編の報告集となることでフィールドワークの現場での感性がよみがえり熱気が再び湧いてくることを期待し、本報告集が作成された。スタディーツアーは2017年2月27日～3月16日ILASの国際交流科目「ブータンの農村に学ぶ発展のあり方」の一環として、東ブータンのタシガン県に立地するブータン王立大学シェラブツェ・カレッジが受け入れとなり実施された。京都大学学生7名、教員2名の計9名が参加した。本年度のスタディーツアーは、2014、15年度の実施経験から、実施時期を雨期の終わり9月から乾期の3月に変更し、主目的は、(1)過疎・農業離れ(栽培放棄地)の問題の現状やBasic Health Unit (BHU : 保健所)などの活動を学ぶ、(2)参加型地域研究としてのフィールドワークの実践的入門実習を行う、(3)シェラブツェ・カレッジでの国際ワークショップInternational Workshop on "The Role of University in Promoting GNH throughPractice, and Rural Development" (10th - 11th March 2017)へ参加する、(4)GNH実践プログラムとしてBhutan Youth Development Fundが支援するタホガンのガキ村、Samdrup Jongkhar Initiativeが支援するメンチャリ村を訪問し、GNHを相対化する、(5)民族の多様性理解のために高地牧畜民ブロッパの住むメラ村を訪問することであった。方法論として、毎日の現場での見聞の事実を第1、2、3位と順位をつけてキーワードをつけて記録し、その事実をとりあげた理由を明記した。本報告集はそれらの事実記録にもとづく覚書集である。各個別報告に議論されているように、スタディーツアーの目的は十分に達成されたといえよう。以下、掲載個別報告である。1. はじめに --2016年度ILASセミナー「ブータンの農村に学ぶ発展のあり方」の従来との変更点、目的、教訓、フィールドワークの印象日記--(安藤和雄)、2. 現地を知ること、現地で知ること(平田二千翔)、3. 刺激に満ちた初の海外渡航(中村将志)、4. 幸せとブータン(阿部梨奈)、5. ブータンの今(高柳志帆)、6. 学生と医者の狭間から見たブータン(柏木真穂)、7. 幸せへの道中(門間ゆきの)、8. 私が感じたブータン(岡和來)、9. おわりに --雪--(坂本龍太)

Each report has been produced half year later since the participants returned to Japan on March 16, 2017, with cool mind after the heated atmosphere has gone away. This paper aims to recall the heated atmosphere of the field work in each participant's mind. The study tour has been conducted between February 27 and March 16, 2018 as a course of ILAS overseas program 2016, "An Alternative Approach to Development: Learning from Rural Bhutan" in collaboration with Sherubtse College, Royal University of Bhutan in Trashigang. The seven students and two teaching staff of Kyoto University took part in the tour. The period of the study tour has been changed from September, end of rainy season, to March, dry season, for 2016 program due to the experiences in 2014 and 2015. The main purposes were as the follows: (1) Learning the present situation of the problems of depopulation and abandoning farming, and activities of Basic Health Unit etc.; (2) Training of Practice-oriented Area Studies as Participatory Area Studies; (3) Participating in International Workshop on "The Role of University in Promoting GNH through Practice, and Rural Development" (10th-11th March 2017) held at the Sherubtse College; (4) Learning the activities of Samdrup Jongkhar Initiative (SJI); (5) Visiting Merak village, where Brokpa or pastoral highlanders are living, for learning ethnic diversity in Bhutan. As the methodology of the study tour, the participants keep dairy to record the daily experiences and select the most impressive facts with the top three keywords. They describe the reasons to select each fact. This paper of the note of the reports were prepared on the basis of the fact recording through this practice. The purpose of the study tour has been well achieved. The title of each report is as follows: 1.
