<論説>第二次西園寺内閣の崩壊 : 憲政擁護運動前史の研究 その二

Abstract

本稿は、前稿「明治末年の日本」の続稿であり、第二次西園寺内閣の後半、倒閣まで約五ヵ月間の藩閥官僚派と政府との対立・抗争史である。前稿で明示したように、この期の内閣の存立にかんする最大の問題は、行財政整理の成否である。整理の計画は、官僚派の悪宣伝にもかかわらず、着々と進捗していた，あとは、世論の支持をうけて、いよいよ委員長原敬が、その政治力に物を言わせて実行する階段にさしかかる。しかし、整理の実行は、官業派にとっては致命的である、明治天皇の死後、桂を宮中におしこめることに成功した山県も、軍部のつき上げによって、政府と対決の姿勢をとらざるをえない。かくて政争の中心は増師問題となる。増師要求が、たんなる国防問題か倒閣陰謀か、政府の対決態度の基礎は何か、総辞職の意図は何か、など、複雑多岐な問題を、本稿はできるだけ資料に基き解明することにつとめた。

This article is the succession of our preceding "Japan at the End of Meiji 明治 and is a history of confrontation between the governmental and the official clan factions for about five months in the latter half of the Second Saionji 西園寺 Cabinet till its dissolution. As shown in the preceding article, the greatest problem on the existence of the cabinet in this period depended upon the administrative and financial readjustment, the plan of which was under way step by step in spite of the interference of the official faction, and the stage remained behind that Takashi Hara 原敬, chairman, was to carry it out by the power of his political influence thanks to the backing of public opinion. But the execution of readjustment is fatal to the official faction. Yamagata 山県, who succeeded in containing Katsura 桂 into the imperial court after the death of Emperor Meiji 明治, could not help taking up the pose for standing with the government. Then, the problem came to be that of establishing more troops. This article strives for explaining if demand of more troops is simply a defece problem or an intrigue to overthrow the Cabinet, what the basis of the government confrontation is, where the aim of the resignation in a body is and other complexed problems.
