<論説>清代における山西商人

Abstract

ヨーロッパ近世の独裁政治と都市商人とはその利害が相一致し、両者は相互援助のもとに発展を遂げた。宋代以後、中国の近世社会においても独裁政治が発達するが、その背景にはやはり商人が財政的に大きな役割を演じた。清朝独裁政治の発展にも山西商人が政商として大きな貢献をなした。本稿では山西商人が清朝政権と結合した経緯を明らかにし、その財政に対していかなる貢献をなしたかを、主として塩政などを中心に具体的に述べている。一方、山西商人発展の原因を清朝政府の独占権の賦与、資金の貸与、その結果による販路の拡大等の面から考察し、さらに進んで山西が東西・南北の世界交通路の交差する要衝に立地し、ここに多くの王朝や政権が勃興し、それとの結びつきから山西商人が古くから発展していたことを考察している。清朝を背景に大をなした山西商人も、阿片戦争後、世界の交通路に大変動を生じ、上海を中心とする海上交通が盛大に赴くと、従来の陸上交通はさびれ、清朝のバックアップを失うと共に衰微に向かい、新しい財閥が出現するのである。

In Europe, absolutist government and urban merchants had interests in common and developed with mutual aid. Similarly in China, the growth of absolutism, since the end of Sung 宋 period, had been supported financially by the merchants. It was Shan hsi merchants that had contributed to the growth of Ch'ing dynasty. The one purpose of this article is to make clear how the Shan hsi merchants formed an alliance with the dynasty and managed its public finance, especially salt trading policy. The another is to analyze the causes of their growth: that they gained monopolies and subsidies from the government and consequently could expand their trading areas; and they took advantages from their native country, Shan hsi, which held a commanding position in the world-wide trade route and where many dynasties and regimes arose. But after the Opium War, the mainstream of the trade route shifted from land to sea and there flourished the oversea communications centering on Shang hai 上海. And with the loss of support from the Ch'ing dynasty, they began to decline and would be substituted by a new group of plutocrats.
