<論説>明代の柴薪銀について : 徭役と官僚収入の関係

Abstract

中国明清時代における徭役制度は、中央と地方の財政を賄うものだけでなく、行政制度と官僚制度に対しても重要な役割を持っていたはずである。徭役制度と行政制度、官僚制度の関係、あるいは行政制度に対する徭役制度の役割の解明は、これらの制度及び相互関係に対する認識を深めうると思われる。明代の柴薪銀は、民衆から徴収される代役銀である。明代の前期と中期においては、中央と地方官僚の収入は極めて少なかった。官僚収入を補助するために、この代役銀は十五世紀の初めから、次第に官僚俸禄システムのなかに組み込まれて、官僚収入の問題をある程度解決するとともに、国家財政収支項目の一つとなったのであった。この変化については、最初は官僚個人の自発的な行為で、以後は政府の承認を承けたものと考えられる。明代政府は、柴薪銀に対する規定も続々整備している。本稿の目的は、これまでの研究成果に基づいて、徭役制度に関わる官僚収入の役割と行政管理を検討することである。

In China, the corvee system 徭役制度 of the Ming-Qing Period not only provided financial support for the central and local governments but also exerted great influence on the existing administrative and bureaucratic systems. Despite its importance, research on the relationship between the corvee system, the administrative system, and bureaucracy is far from sufficient. This article addresses the question of how the corvee system influenced the administrative system and the bureaucracy. From the Ming to early Qing, the chaixinyin was a payment made by yamen runners 皂隸 in order to gain exemption from corvee duties. As we know, from the early to middle Ming, neither central nor local bureaucrats earned enough from their salaries to live on. In order to make up for this inadequacy, the chaixinyin appeared in the early fifteenth century, and was then gradually incorporated into the bureaucratic salary system. This change solved the bureaucrats' financial problems to a certain extent. At the same time, the Ming government also improved related management methods, so as to make the chaixinyin an indispensable item in national revenue. This trend began as a spontaneous action practiced by bureaucrats, and was later recognized by the government. This paper analyzes the relationship between the corvee system and bureaucrats' salaries, while also discussing how relevant administrative measures were adopted.
