<論説>ポーランド「人民政権」の支配確立と民族的再編 : 戦後農地改革をめぐる政治状況を軸に

Abstract

ポーランドにおける一九四〇年代後半は、共産主義勢力主体の「人民政権」がその支配を確立していった時期であると同時に、非ポーランド系民族を排除した結果同国の民族構成が劇的に変化した時期でもある。本稿は、そのドラスティックな民族的再編と支配確立の過程にあった「人民政権」との関わり合いを検討し、両過程が単に同時進行したのみならず、実は密接な連関性を持ちながら実現していったことを明らかにしようとするものである。その際、農地改革の進展を軸に議論を進め、改革の遂行上生じた土地不足をウクライナ人やドイツ人など非ポーランド系民族の旧所有地が補ったという、戦後ポーランドにおける農地改革が持った「民族的」側面に光を当てた。またドイツから獲得した新領土では、政権はドイツ人を精力的に排除し、ソ連からの引揚者など土地なきポーランド人に土地を与えた。こうしてポーランド人に秩序と安定を保証する「民族的利害」の擁護者をもって自らを任じるようになった「人民政権」は、非ポーランド系民族に犠牲を強いる形で施政上の諸問題を処理していき、支配確立へと向かうのであった。

In the second half of' the 1940s Poland experienced two fundamental changes: the first, the establishment of the "people's authorities", the core of which was the communists, and second, the drastic change in the ethno-national composition of the Polish state as a result of the exclusion of national minorities following the shift of het boundaries. The purpose of this article is to show that these two processes were closely related. To this end the author discusses the land reform executed by the "people's authorities" from the point of view of the problems of national minorities, to which little attention has been given. The first important point is that farms which had been possessed by Ukrainians or Germans who were forced to remove themselves from new Polish territories alleviated the shortage of lands required for the execution of the reform.・Added to this, the reform carried out on, ex- German territories newly allotted to Poland, which followed the thorough expulsion of the Germans, played a role in guaranteeing lands for settlement to a large number of Polish repatriates from ex-Polish territories annexed by the USSR. The communists, who had little support from the masses, came to call themselves the defenders of Polish national interests, propagandizing the danger of "German revanchism", "Ukrainian anti- Polish armed bandits", etc. It should not be overlooked that in the process of establishing their rule the "people's authorities" dealt with the problems they met at the sacrifice of national minorities.
