<論説>産業報国運動の展開 : 戦時生活統制と国家社会主義

Abstract

日中戦争が長期化するなかで、産業報国運動(産報運動) は政府主導のもとに再編され、その過程で、それまで許容されていた労働組合の存在は否定される。その背景には、「生活刷新運動」と「福利厚生運動」を軸にした、国家による戦時生活統制の全面化があった。 生活統制の金面化は、「職場」と「家庭」の分業を前提とした近代資本主義社会の原則に抵触する。そのため、産報運動をめぐっては、「職場」と「家庭」を国家のもとに一体化しようとする「国家社会主義的な労資一体論」と、両者の自律性にあくまでもこだわる「自由主義約な労資一体論」との対立が顕在化した。この対立は、官界・財界・労働界に反映され、産報運動は階級縦断的な対抗関係を軸に展開されていく。その中で、運動の主流を構成したのは、前者、すなわち「革新官僚」と連携した「財界修正派」と、労働界から産報に加わった旧全労系の「国家社会主義派」とであった。しかし、国家による生活統制が破綻するにともない運動は停滞し、企業論理が優先されていくなかで、産報主流派は崩壊する。事態は、戦後へむけて、再び流動的な局面をむかえることになる。

The Sangyo Hokoku Undo started in 1938 during the Sino-Japanese War. At first, the Welfare Ministry permitted the existence of labor unions, but as the war continued, it came to disaprove of them. The cause of this change in policy was that state control was enforced not only on the workshops but also on the people's living conditions, i.e. the home. State control of living conditions is incompatible with the premise of the labor union. State control of the people's living conditions led to a conflict among officialdom, business and labor regarding two lines of policy concerning the Sangyo Hokoku Undo: the "State Socialism" line and the "Liberal" line. The State Socialism line tried to unite the workshops and home in service of the state through the Fukuri Kosei Undo (Public Welfare Movement) which sponsored cooperative and recreational activities. On the other hand, the Liberal line attempted to maintain the autonomy of both the workshop and the home, which considered the division of the role between men and women to be fixed. Of these two lines, former was more cooperative with the war effort, but its view of womanhood in home was less discriminatory. However, as the war situation worsened, the conflict between the two lines disappeared, and the state of affairs turned toward the postwar.
