<論説>王政復古への政治過程

Abstract

本稿は大政奉還より王政復古クーデターにいたる政治過程を、この時期の二つの中心勢力、徳川慶喜と薩摩討幕派に焦点をあてて再構成したものである。 その主要な論点は第一に、大政奉還によりこれまでの政治対抗の構図(武力倒幕論の薩摩対慶喜) は大きく変化し、慶喜も薩長もふくんだ挙国一致の新政体をつくるということで両勢力は接近しつつあったということである。そしてこの接近の脊景には、天皇・公議体制論という政体論での一致があった。 第二に、クーデターの性格について。慶喜との接近にもかかわらず、薩摩がクーデターを計画したのは、慶喜の打倒を意図したからではなく、成立する新政権での主導権の確保をめざしたからであった。一方、慶喜や土佐は、薩摩の意図に反発しつつも、内戦回避のためそれとの対立を避けようとした。そのため、土佐は、クーデターに参画しつつも、それを慶喜に受け入れ可能なものにすべくその内容の緩和をはかった。一方、慶喜はクーデターを知りながらも、その阻止に動かないのみではなく、保守派の会津の行動を牽制した。両者は、公議政体樹立後に薩摩勢力の掣肘を期していたのである。

The purpose of this article is to analyze the political process from the Taiseihoukan 大政奉還 to the Ouseihukko 王政復古 coup d'etat by focusing on the two leading political powers of this epoch, TOKUGAWA Yoshinobu and the Satsuma Toubakuha 討幕派. The two main points of this article are ; first, how the Taiseihoukan changed the political situation. Previously, Satsuma had intended to attack Yoshinobu and a civil war was about to begin. Subsequently however, Satsuma came to accept him as a member of the government to be newly established instead of the Edo Bakuhu 江戸幕府. The reason for this change was the conversion of Yoshinobu. He agreed with the opinion of some influential Hans 藩, Satsuma, Tosa, Echizen etc., favouring creating a new government. They called for a new government to be established with the Tenno at the top and that its decisions should be made in the newly set up parliament. The second point is how the character of the Satsuma planned coup d'etat had gradually changed. Before the Taiseihoukan the purpose of it was to overthrow Yoshinobu. After, they did not give up their coup d'etat plan, but changed their purpose to getting a leading position in the new government by establishing it through their own initiative. On the other hand, Yoshinobu, in spite of being informed of Satsuma's secret plan, made up his mind not to interfere. He feared any interference would cause a civil war. Instead, he wanted to make a counterattack after the new government was established.
