<論文>オーストラリアのアフリカ人難民をめぐる「社会統合」に関する一考察 --人道支援の与え手と受け手の関係に着目して

Abstract

本稿では、人道主義プログラムの下、オーストラリアへの再定住を認められたアフリカ人難民と彼らの「社会統合」に向けた支援を行う教会の白人との力関係に着目し、両者の相互作用の中で構築される「難民性」とそれへの難民の対応を明らかにする。主流社会のメディア等において、アフリカ人難民は、脆弱性と暴力性の双方を内包する存在としてのイメージが流布され、「正常性」の基準となる白人とは本質的に異なる集団として描写された。さらに、難民をめぐる脆弱性と暴力性は不可分な関係でありながらも、主流社会では脆弱な難民像の方が肯定的に受容され、難民は白人からの支援を受動的に享受し、それに謝意を示し、返礼すべきであるという難民をめぐる理想像が構築されていた。このようにメディア等で構築された難民像は、アフリカ人難民への支援を行う教会の白人によっても共有されていた。彼らはアフリカ人難民が理想の難民像に従い続ける限り、難民との間に関係を築こうとしたが、そうではない場合、難民は単に文化的に異質な存在として他者化され、関係が断絶された。このような無償の支援の送り手としての白人の権威に対し、アフリカ人難民の側は、真っ向から対峙するのではなく、白人との対話的な相互作用を通して、時には脆弱な難民を演じ、良好な関係を築きながら許された範囲内で自分たちの要求を伝えることもあった。それは、今後もオーストラリアで生きることを選択したアフリカ人難民が、主流社会で平穏に生活するためにとり得る最も現実的な対応であるといえる。そしてそのような対応は、主流社会と難民による双方向的な文化適応を目指そうとする白人の協力を得ながら、両者間に支援の与え手対受け手という従来の図式を超えた新たな関係をもたらす可能性を有している。

This study focuses on the power relations between the African refugees who resettled in Australia under the humanitarian programme and the Anglo-Australian Church, which provided assistance for their integration into mainstream society. The present study also examines the characteristics of 'refugee-ness' and refugees' responses to this concept. In the mainstream media, the African refugees were associated with vulnerability and violence, as well as deviance of the 'norm' held by the Anglo-Australians. Although vulnerability and violence are inseparable aspects, the refugees' vulnerability was accepted in mainstream society because of the idealised image of refugees who passively receive assistance, show appreciation for acts of kindness, and reciprocate with their own acts of benevolence. This particular image of refugees was shared by the Anglo-Australian Christians who aided the African refugees and attempted to establish/maintain relations with them as long as they complied with the idealised image of refugees. Conversely, in the event of their failure to do so, they were regarded as refugees who were culturally different, after which relations were severed. Meanwhile, the African refugees attempted to establish harmonious relations through dialogue and interaction with the Anglo-Australians, assuming the role of 'vulnerable refugees' and communicating their needs rather than defying the Anglo-Australians. This proved to be the most pragmatic strategy that the African refugees could employ to lead peaceful lives in Australian society. Ultimately, this strategy may have the potential to establish a new relationship between refugees and Anglo- Australians with the assistance of some Anglo-Australians who aspire for cultural modification from both mainstream society and refugees.
