地域組織による入会地管理の歴史的変遷:滋賀県大津市南小松の観光開発と景勝保全を実例として

Abstract

昨今、地域経営や地域運営組織などが掲げられ、コミュニティや共同による地域資源の活用が進められている。地域の歴史を遡ると日本では入会による資源の活用がなされていた。現在、滋賀県大津市の南小松入会地管理会が保有する近江舞子浜も、かつては村中共有の入会地であり、一部が財産区となっていた経緯を持つ。近江舞子浜は、毎年数十万人が訪れる滋賀県内有数の水泳場且つ琵琶湖八景にも指定されている景勝地でもある。本研究は、南小松において約120年に渡り引き継がれてきた地域組織による観光開発と景勝保全活動を実例とし、共同管理の要因を探るため、土地所有形態と管理体制の歴史的変遷を明らかにすることを目的とした。文献調査､聞き取り調査､現地踏査から、目的に則った事業及び活動を機能させるための組織編成が地域内で可能であり、公益的な利益配分を前提とした財産保全の母体組織が存在したことが、共同精神での持続的な管理及び運営を可能にしてきたことが分かった。Re.cently, interest in locally managed common resources' utilization has increased. This study derives a comprehensive perspective on the mechanisms of mcx:lem local cooperation, using Minamikomatsu village as a case study. Combining literature smveys, interviews and field studies, six functions working in conjunction with each other to manage and operate the local common land were revealed: Scenic conservation; tourism development; cooperation with companies; cooperation with the government; land management; self..governance. Two aspects were identified to be crucial for sustainable management of commons: (1) The organizational structure of the local managing organization for functional differentiation according to the puq, ose, and (2) The existence of an organization for distnbution of revenues from common land into the community. These processes require a mechanism to enhance local intellectual resources and cooperation with external organizations.
