<論文>明治初期の小学校における「試験の弊害」の意味

Abstract

本研究の目的は，学制・教育令期(1872-85年)の小学校における試験の「弊害」に関する言説を分析対象として，「弊害」の具体的な意味・内容を明らかにすることである．本研究では，地域や時期の差を超えて繰り返しあらわれる同種同質の「弊害」論に着目し，それらに共通してみられる試験への認識枠組みを明らかにする．主たる分析対象は，当該時期の『文部省年報』(第1-13年報)における試験関連の記述である．試験の「弊害」に関する当時の語りには，大別して授業方法に関するものと試験方法に関するものの二つがあった．前者は「学事奨励」という目的・期待ゆえに生じた「弊害」であり，後者の「弊害」は「等級制の実現」という目的に由来するものであった．明治初期小学校の試験をめぐる「弊害」の認識には，等級制の維持と学事奨励という，当時の試験に課せられた二重の目的・期待をどのように実現するかという困難が反映されていたといえる．

The purpose of this study is to clarify the meanings and contents of “evil effects” of examinations by analyzing the discourses on examinations at elementary school in the early Meiji period (1872-1885). In this research, we focus on the same kind of discourses on “evil effects” that appeared repeatedly in spite of the regional and timing differences, and clarify the common recognition framework for the exams. Descriptions related to exams in “Annual report of Ministry of Education (Monbusho Nenpo)” (1st to 13th version) are mainly analyzed. There were two kinds of discourses about the “evil effects” of exams, one related to the lesson method and another related to the way of exams. Regarding the former, we can say these “evil effects” arose due to the expectation of “encouragement of school affairs”. Regarding the latter, we can consider these “evil effects” as what derived from the aim “realization of the grade system”. The recognition of “evil effects” over exams of the early Meiji Elementary School reflected the difficulty of how to realize the dual objectives and expectations imposed on the exams at that time, namely maintaining the grade system and encouraging educational affairs.
