<論文>互恵性に依拠するベーシックインカムは可能か --ジョン・ロールズの公示性概念の観点から--

Abstract

本稿は, ベーシックインカム(以下BI)と互恵性概念の関係について, ロールズ正義論の重要概念である公示性の観点から考察するものである. よく知られているように, ジョン・ロールズは, BIは互恵性に反するという理由により, BIに対して否定的な立場であった. 本稿では, このロールズのBIに対する否定的な見解を批判する二人の論者の議論を検討する. まず, BIは互恵性に依拠する必要はないとするフィリップ・ヴァン・パリィスの議論を検討し, 互恵性を否定するBI論には, 市民によるBIへの支持を調達するうえでの問題があることを指摘する. それに対し, 福間聡は, BIを互恵性にかなった制度として解釈しうることを強調するが, 福間のBI正当化論にも難点がある. そこで本稿は, ロールズの公示性概念の観点からBIと互恵性の関係のあらたな解釈を提示・吟味したうえで, BIの正当化論が解決すべき課題を指摘する.

The aim of this paper is to examine the relationship between Basic Income (BI) and the demand of reciprocity from the perspective of Rawls's concept of Publicity. John Rawls, as is well known, have a negative view on BI because it seems to be a system that violates the demand of reciprocity. In this paper, I examine the arguments of two critics of this view. First, I consider the argument of Philipe Van Parijs that BI does not need to rely on reciprocity. I point out that the theory of BI that denies reciprocity has some difficulties in gaining support for BI from citizens. On the other hand, Satoshi Fukuma discusses that BI can be interpreted as a reciprocal system. However, I argue that Fukuma's justifications of BI has some drawbacks. Therefore, I attempt to present a new interpretation of the relationship between BI and reciprocity from the perspective of Rawls's concept of publicity, and then point out the issues that need to be resolved in justification of BI.
