<論文>日本の自治体における文化行政の成立過程とその影響要因

Abstract

日本の文化政策研究においては，自治体において「文化」を対象とした施策が開始された際になされた議論が，現在も理論的拠り所とされている．一方で，当時の議論に関する資料は当時の行政職員による歴史記述に偏重しており史料批判が不足している．現代の自治体文化行政をとりまく状況について考えるためにも，なぜ「文化」が行政を魅了したのか，今一度その政策決定を支える論理・思想が日本においてどのように形成されていったかに立ち返る必要がある．本稿では自治体文化行政の黎明期である1970年代から1980年代を対象とし，自治体文化行政は先行研究で指摘されるように革新自治体だけのものだったのかという問いのもと，その時代になされた自治体文化行政に関する議論と「文化行政」概念について，その把握のされ方が当時の社会状況と政治状況からどのような影響を受けたか，オーラル・ヒストリーや行政資料を史料として再検討した．そこで，自治体文化行政の成立には保守と革新のイデオロギー対立が存在し，当時の都市問題への対応から福祉に関する課題が「公共」の課題として受け止められていく過程で，「文化」の対象も変質し保革問わず議論され始めていったことを確認した．また，当時においては行政職員がその「文化」の担い手となり，自治体文化行政ブームを牽引したことを明らかにした．

In the field of Japanese cultural policy research, the discussions that took place during the initiation of policies targeting “culture” by local governments are still considered the theoretical foundation. However, the available documents primarily consist of historical descriptions by the administrative officials of that era, lacking critical analysis. To understand the current landscape of regional cultural administration, it is crucial to revisit why “culture” captured the attention of public administration and the underlying logic and ideologies that shaped the policy-making process in Japan. This paper focuses on the period spanning from the 1970s to the 1980s, which marked the emergence of regional cultural administration, and aims to elucidate the influence of social and political conditions of that time on the discussions surrounding regional cultural administration and the concept of “cultural administration” during that period. Through this analysis, I will demonstrate that an ideological conflict between conservatism and progressiveness shaped the establishment of regional cultural administration. Furthermore, this research aims to reveal how the discourse on “culture” underwent a transformative process, irrespective of its alignment with conservative or progressive approaches, we will also shed light on how issues related to welfare transitioned into “public” matters from urban concerns.
