<論文>青空がほしい再訪 --高度成長期戸畑の婦人会による反公害運動の道のり--

Abstract

本稿の課題は，1963〜70年度に北九州市戸畑区の婦人会が展開した反公害運動「青空がほしい」について，その特徴を明らかにすることである。「青空がほしい」は，調査・実験・映画制作などを通じて公害被害を科学的に証明・宣伝し，工場に対して改善を要求したこと，女性が主体であったことなどから，国内外のマスコミからも注目される社会運動であり，男性中心の「企業城下町」での公害に女性が異議申し立てした構図が，これまで強調されてきた。だが，近年の諸研究は，婦人会が企業・行政との「対立」を避けたことに，その成功要因を見出すようになっている。本稿がこれらの研究成果を踏まえた上で行なう作業は，「非対立的」な手法が何をどこまでなしえたのかを，より微細に問い直すことである。結論は以下の3点である。第1に，戸畑の婦人会の反公害運動の最大の意義は，自分たちが大気汚染の健康被害者であることを地道な調査を通じて確信し，その調査内容を具体的に発信したことであった。この調査の過程があってこそ，企業への改善要求にも動き出せたのである。第2に，とはいえ婦人会の企業への要求は，企業の経済的利益を常に念頭に置きつつなされたものであった。この要求範囲では解決できない公害(とくに硫黄酸化物被害)については，植樹や食生活の改善といった自助努力による解決を模索していた。そして，穏健な要求と自助努力とを矛盾なく貫くのが，婦人会の強固な主婦規範であった。だが第3に，主婦規範に根ざした婦人会の「非対立的」な反公害運動は，1960年代末における硫黄酸化物増加に対応しきれなかった。また婦人会は，同時期にようやく開始された革新陣営による反公害闘争に巻き込まれることを忌避した。このため戸畑の婦人会は，70年度をもって，その反公害運動を自ら幕引きしたのである。

In this study, we aimed to clarify the characteristics of the anti-pollution movement “We want blue sky” conducted by Women's Association in Tobata Ward, Kitakyushu City during 1963-1970. This social movement demonstrated the adverse effects of pollution through research, publicized the research results through movies, and demanded that industries reduce pollution. Our main conclusions are as follows: First, the significance of the “We want blue sky” movement is that women, based on research, became convinced that their health was adversely impacted by air pollution. Consequently, they started demanding industries to reduce pollution. Second, the Women's Association made demands to industries considering the economic interests of the industries. Pollution problems, such as health damage because of sulfur oxides, which could not be resolved by their demands, were resolved through self-help efforts, such as planting trees and improving eating habits. Third, the “non-confrontational” anti-pollution movement of the Women's Association could not cope with the increase in the sulfur oxide levels in the late 1960s. Furthermore, the association did not want their activities to become tangled in the left-wing anti-pollution political struggle. Therefore, Tobata Women's Association ended its anti-pollution movement in 1970.
