Abstract

This study focuses on the context under which governments of countries that send immigrants position and ensure education for “their own citizens” and “their own ethnic groups” residing overseas. Using Taiwan as a case study, the research organizes and analyzes regulations from the 1950s to the mid-2000s based on literature review. The findings reveal that changes in national identity, particularly evolving notions of “ethnicity” and “nation, ” have influenced the provision and content of overseas education. However, political and economic strategies have also significantly affected the positioning and support of such education. The study suggests that the provision of educational support for migrants may be contingent on their relationship with the government of the sending society, leaving them in a potentially vulnerable position.
