Abstract

As government involvement in university autonomy increases, university associations are being called upon to play a role in ensuring university autonomy. In this context, the purpose of this paper is to present issues to be addressed in discussions on securing the autonomy of university associations. We will examine intermediate associations that are said to have secured university autonomy in previous studies and the relationship between individual universities and university associations. The first study examined the California Postsecondary Education Commission (CPEC) in the United States and the University Grants Committee (UGC) in the United Kingdom. Both were ultimately abolished as a result of increased government pressure and reduced buffer functions triggered by financial difficulties. We confirmed that university organizations have a weaker institutional position than these groups. We pointed out the need to examine the role that such groups could play. In the second review, we examined the debate on the relationship between academic freedom and groups such as individual researchers, universities, or scientific communities, and confirmed the difficulty of reconciling individual and group freedom. In this context, it was indicated that we should also examine in detail how university associations have acted in conflict with the autonomy of individual universities. Taking these two issues into consideration, we believe that in order to clarify the role of university associations, it is necessary to take a closer look at the reality of the autonomy of individual universities, which university associations can protect.
