抄録: As theories of Staff Development (SD) have started later than theories of Faculty Development (FD), teaching faculty have tended to take the leading role in considering effective means of SD. Although ideally, administrative staff should work towards their own professional development, university faculty have taken this role for the following reasons: 1) Administrative staff is recognized as a supporter of teaching staff. 2) Practical aspects of SD are not important for teaching staff. 3) Administrative staff is believed to be mainly engaged in routine rather than creative tasks. Referring to some examples for SD programs inside and outside the university, this article reviews the practical aspects of SD, searches for new directions of SD, and considers ways to improve current business practices and to explore the implementation of innovative practices. In order to plan the implementation of new SD programs, an evaluation of the existing Off-the-Job Training (Off-JT) programs at universities for administrative staff is discussed, and the contents and means of implementation of proposed SD programs are considered. It is recommended that the results of research related to SD are utilized by Off-JT programs at universities. Furthermore, it is expected that a theory of SD will be analyzed by means such as Business Process Reengineering.
