公立高等学校における学校教育費の私的負担に関する学校間格差 : 学校徴収金等についての大阪府立高等学校宛質問紙調査の結果から

Abstract

The "Act on free tuition fees at public high schools and high school enrollment support fund" was enacted on April 1, 2010. The purposes of the Act are to ease family educational expenses and to contribute to equal opportunity in upper secondary education. However, high school education costs borne by households are composed of not only tuition fees but also various other fees. Especially, school levies (gakkou-choshu-kin) are very important issues in family educational expenses. The purposes of this study were to determine the amounts of school levies collected by each school and to analyze the relationship between school characteristics and the amounts of school levies. The results of the questionnaire survey among high schools in Osaka showed that the amount of school levies varies between schools, and that schools with higher educational level collect more levies, while those with lower educational level collect less. In addition, the policy of free tuition at public high schools may widen disparities between schools in school levies, and these disparities may lead to gaps in the quality of educational services at each school in the future.
