dc.description.abstractThis paper aims at clarifying how the system of doctoral degree conferred has been changed since graduate school system was established in Vietnam in 1976, with special emphasis on exploring university autonomy, and particularly considering the changes in relationship between the state and university. This paper analyses important official documents and regulations about university autonomy and graduate school. Relating to graduate school and doctoral degree system, this paper finds out following points; First, the graduate school system established in 1976 was under very strong control of the state and university was regarded as an institution only for providing training without conferring doctoral degree. Second, university autonomy has expanded gradually in 2000's and the right of conferring doctoral degree as well as the freedom of research has been given to universities especially since 2009. Third, the national university system of Vietnam (Dai Hoc Quoc Gia) established in 1993 does not only take lead off other universities in autonomy but also retains its academic territory far from the state. In the light of these points, it is concluded that universities in Vietnam have been autonomous and academic as a whole than before. However, the relationship between the state and university seems to be polarized by the difference between two national universities and other ordinary ones. The former have sacred academic territory under the state's trust, while other universities are still under the fairly strong control of the state.en
