韓国の大学における学長選考制度の変遷－設置形態の相違と政治的状況変化の文脈から－

Abstract

本研究は、韓国において大学組織を代表する総責任者である学長の「選考制度」に注目し、制度改正について政治的文脈から考察し、その特徴を明らかにすることを目的とする。まず、学長選考の制度的側面に注目し、法改正の変遷に見られる性質について検討した。次に、学長候補者選出方法の類型を提示し、大学設置形態別に採択されてきた方法を時期別に分類した。最後に、近年の学長選考をめぐる政策と制度改正について概観し、その方向性と意図について考察した。結果、（１）制度の改正は学長候補者選出における参加権限をめぐって行われてきたこと、（２）制度上は直選制が明確に規定されておらず、条文の解釈によって間接的根拠を持つこと、（３）制度改正によって大学構成員の参加拡大を視野に入れた学長候補者選出方法の一元化が意図されていること、などの知見が得られた。その背景には大学を開かれた組織体と捉え、その役割機能が拡大していることがある。This paper aims to clarify the characteristics of institutional reforms of the presidential selection system of Universities in Korea by focusing on the changes in political conditions. First, the process of legal revisions, especially its institutional aspects, was examined. Second, the types of presidential candidate selection method are presented, and the types of methods selected by public/private universities during a certain period are discussed. Third, a survey was performed of recent policy revisions and institutional reforms that followed the presentation of new policies. The findings yielded three conclusions: (1) institutional reforms had been made mainly over the rights of participation in the presidential candidate selection; (2) there was no direct legal foundation for the direct selection method, but only an indirect legal foundation provided by article interpretation; and (3) the Korean government intended to combine two choices of presidential candidate selection methods into one hybrid choice that would facilitate broader participation of university members. It is possible that the recent concept of university as an open organization with extensive roles and functions has influenced the course of recent policy changes.
