ベトナムにおける障害児のための民営教育・医療施設の展開－教育領域での「社会化」政策との関係に着目して－

Abstract

ベトナムでは障害児を障害のない子どもと一緒に教育させる教育方針とともに、地域社会の資源の活用を奨励しながら「公立外」の学校を認める教育の「社会化」政策が進められてきた。一方で、近年教育制度の枠外で運営される教育・医療施設としての民営センターが現出してきている。本稿は障害児の教育に関する国際的な言説を問題背景に据え、この民営センターを国家政策である教育の「社会化」との関係から分析し、学校とは異なる障害児の教育のあり方を探った。研究手法は党と政府の公文書を主とした文献調査、ハノイ市で「有限会社」及び個人によって運営される民営センターを対象とした実地調査に基づく。分析の結果、運営者はより望ましい教育を求めながら、「社会化」政策は資源を有する人民の障害児への関心を高めさせ、それが国家の管理する学校とは異なる民営センターの展開につながった点で、同政策はその展開に間接的な影響を与えたことがわかった。The Vietnamese government advocates the Socialization of Education policy, which promotes "nonpublic" as well as mobilizing community resource, along with its educational policy that encourages children with disabilities to study with non-disabled children. Private centers, who are outside the national educational system, have recently emerged to provide educational and medical services to children with disabilities. This study explores this phenomenon in the context of the Socialization of Education policy. The analytical framework is a combination of content analysis of official reports and fieldwork conducted in Hanoi that targeted the private centers run as limited companies and those run by individuals. The results found that, although there should not be a direct influence of the Socialization of Education policy on the private centers, the policy appears to stimulate the interests of the people own the resource in the non-national policy arena. The Socialization of Education policy has consequences on the emerging private centers developed by those that are pursuing their ideal educational systems and are not interested in running their centers within the national educational system.
