文革後中国における幼児園教育の変容－「幼児園工作規程」を手がかりに－

Abstract

本稿は、文化大革命終結後の中国において、国の体制や教育のあり方が変化する中で、幼児園の位置づけや教育のあり方、それを支える制度が政策レベルでどのように変容してきたのかを明らかにすることを目的とし、1989年に制定され、1996年と2016年に改正された「幼児園工作規程」を取り上げて検討した。まず、教育政策の変遷と就学前教育のあり方の変化についてまとめ、続いて、幼児園数と園児数の変化を確認した。それから、「幼児園工作規程」の規定内容を整理し、特に変化した点に焦点を当てて検討した。その結果、中国においては、国の体制や路線、教育のあり方が変わるのに伴って、幼児園の位置づけや任務が変わるとともに、教育の原則や活動内容がより現在の社会状況に合致したものへと改められ、その基礎となる幼児の見方が差異のいっそうの尊重へと転換しつつあること、他方で管理運営の原則はこの間不変で一貫していることが明らかになった。The purpose of this article is to clarify the change of the role and the system of kindergartens in line with the shift of the structure and policy on education in China after the Cultural Revolution by focusing on “Regulations on Operation of Kindergartens” and its revisions in 1996 and 2016. First, this paper describes the shift of the policy on education and of pre-primary education. Second, we show the changes of the number of kindergarten and kindergarten child. Third, the contents of “Regulations on Operation of Kindergartens” are described briefly, and are analyzed focusing on clauses changed remarkably. Finally, this paper concludes that the role and the duty of Chinese kindergartens have been changed according to the shift of the structure and the policy on education of country and that the principle of education and the educational activity in kindergartens are also changed to agree with the present social condition, which more respect differences of children individual. On the other hand, the original principle of administration of kindergartens shaped in the end of 1980’s has been maintained consistently until today.
