クラウザーレポートの再評価－イギリスにおける後期中等教育に焦点を合わせて－

Abstract

クラウザーレポートとは、イギリス中央教育審議会が15歳から18歳にかけての中等教育を点検するために作成し、1959年に発表された報告書である。本稿では、レポート中最大のページ数が割かれているパート5「シックス・フォーム」に注目し、その分析と提案内容および反論の検討を行った。クラウザーレポートの主張とそれをめぐる論争の争点は、大学との接続を意識したカリキュラムにおいて、専門化の程度をどこまで容認するかということと、その根拠についてであった。ここでは、「深く学ぶべきか」と「広く学ぶべきか」という、ある種普遍的な議論が行われ、クラウザーレポートは「教科志向」という重要な概念を提起して専門化を肯定する。改めてクラウザーレポートを後期中等改革の視点から捉えなおし、専門化の意義について再検討を行うことは、探究学習に代表される深い学びが大学入試で評価されはじめた今日の日本においても重要な示唆を与えるものである。The Crowther Report (1959） is a report of the Central Advisory Council for Education (England) to examine English secondary education, especially for boys and girls between 15 and 18 years old. This paper focuses on Part V, “The Sixth Form, ” to re-evaluate the Crowther Report, in which the balance of specialized and general studies was discussed. In fact, the report endorses the principle of specialization, or study in depth in the curriculum of those pupils following advanced level courses in the sixth form. Furthermore, the report affirmed specialization by using a new terminology, “subject-mindedness, ” and has caused controversy. It is important to re-evaluate the argument of the sixth form in the Crowther Report from the perspective of articulation from upper secondary education to higher education, because in depth studies including inquiry-based learning are currently being discussed and applied to the university entrance examination in Japan.
