<実践報告>大学生が地域社会を変革する「地方創生モデル」の開発--地方都市におけるフットパス導入による地域活性化の事例を用いて--

Abstract

近年、地域での体験型授業の充実による大学教育と社会との接続の強化や、大学と地方公共団体の協働による地域産業の活性化が求められている。しかし、地域活性化を目的とした教育活動は、学習環境の整備の難しさやカリキュラムにおける実施時期や期間の制約などにより、成果を出すことが非常に難しいことに異論はないだろう。そこで本研究では、福岡県中間市にて本学の学生が取り組み、地域活性化において一定の成果を上げた「なかまフットパス」を題材に、大学生および協働した地元住民や市役所職員合計31 名に半構造化インタビューを実施し、修正版グラウンデッド・セオリー・アプローチを用いて、大学生が取り組んだからこそ生じた要因の抽出およびモデル化を行った。結果、専門知識と学生の主体性、行政のサポートによって獲得した「持続的に活動するための足場固め」を土台に、大学生独自の要因(「異質さ」「若さ」「未熟さ」)が相互に影響することで地元の魅力の「学び直し」を促し、ひいては「地元の自立へ」と発展していく「地方創生モデル」を提示することができた。

In this study, the authors conducted a series of semi-structured interviews with 31 university students, as well as with local residents and city employees, on the topic of regional revitalization in Nakama City, Fukuoka Prefecture. The results of the interviews with local residents and city employees were consistent with the responses of university students. The factors attributed to university students were identified in order to create a regional revitalization model. This model encourages reeducation in local communities and promotes self-sufficiency at the local level by exploring a number of mutually interdependent factors characteristic of university students (namely heterogeneity, youth, and inexperience). The model is based on harnessing specialized knowledge, encouraging students' independence, and building a platform for sustainable activity, achieved through government support.
