<研究ノート>北中部地区基準協会高等教育委員会におけるアクレディテーションプロセスの特色 --わが国の認証評価制度改善への示唆--

Abstract

本稿の目的は、北中部地区基準協会高等教育委員会(NCA-HLC)におけるアクレディテーションプロセスの特色を考察し、わが国の認証評価制度改善への示唆を導くことにある。本稿では、第1に近年のわが国の大学を取り巻く環境を概観し、第2にNCA-HLCのアクレディテーションシステムに関する先行研究をレビューする。そして、第3に2013年からのNCA-HLCにおけるアクレディテーションプロセスの特色を分析し、特にNCA-HLC のスタンダードパスウェイ、オープンパスウェイ、およびAQIPパスウェイに焦点を当てて考察する。最後に上記の考察を踏まえて、将来のわが国の認証評価制度改善の方向性を提示する。

The purpose of this study is to consider the characteristics of the accreditation process in the Higher Learning Commission on the North Central Association of Colleges and Schools (NCA-HLC) so that each university in Japan will be able to improve its research and educational activities. First, a general view of the recent environments surrounding Japanese universities is provided, and second, previous research related to the NCA-HLC accreditation system is surveyed in this paper. Third, the features of the new NCA-HLC accreditation process from 2013 is analyzed, focusing on the following three pathways: Standard Pathway, Open Pathway, and Academic Quality Improvement Program Pathway of the NCA-HLC. Finally, based on the above considerations, future directions to improve the Certified Evaluation and Accreditation System in Japan are proposed.
