児童相談所の役割変遷と課題

Abstract

本研究では, 児童相談所の役割とその変遷、抱える課題について文献レビューを通じて検討した。文献レビューの方法として, 1947年から2016年までの, 児童相談所に関する国の通知と研究論文を選び, 調査を行った。最終的な検討文献は122件となった。調査の結果, 児童相談所が時代ごとに担ってきた重要な役割がいくつか明らかになった。具体的には, 児童を施設に収容保護する役割(I期), 一般的な家庭に向けての指導役割(II期), 指導役割の展開と強化(III期), 児童の権利を擁護する役割(IV期), 介入役割と支援役割の双方の担い手(V期)の5つの役割を担ってきた。また, これらの役割は時代毎に大きく変遷していることが本研究によって明らかになった。さらに, 児童相談所に関するいくつかの課題についても検討を行った。

This paper presents a literature review regarding the roles, transitions, and issues of child guidance centers. National policy notifications and articles about child guidance centers from 1947 to 2016 in Japan were investigated. A total of 122 papers were extracted and reviewed. The results indicated several important roles of child guidance centers. The roles of child guidance centers are placement of children in institutions (Phase I), beginning guidance roles for general households (Phase II), developing guidance roles(Phase III), advocacy for children (Phase IV), and effective combination interventive and supportive roles (Phase V). The results of this study clearly indicated that the roles of child guidance centers have changed significantly over the years. Moreover, several problems regarding child guidance centers are discussed.
