児童福祉施設における暴力の防止と解決への実践の検討

Abstract

本論では, 暴力の背景と児童福祉施設における暴力防止に関する実践を概観し, 検討を行った。児童福祉領域では, 安全の重要性が繰り返し指摘され, 暴力加害の防止に関する支援は行われてきた。しかし, これらの支援はあくまでも健全な育ちを保障する上で補足的な位置づけであった。しかし, 被害を受ける児童, 暴力を振るう児童にとって, 暴力防止こそ健全な育ちの必要不可欠な条件である。本論における児童福祉施設, 里親における暴力防止の概観から, トラウマ等を見立てた上での個人への心理臨床的支援に加え, 保護者, 施設全体へのアプローチも見られた。今後の課題として, 現実的な安全が継続的に確保されているか, 注視を続けていくこと, 安全に注意を払いながらも生きていく苦しさなどそれぞれの個別的な生に眼差しを向けることがあげられた。

This paper discusses observations on practices used for violence prevention in child welfare institution programs and the factors that cause violence. Current child welfare programs emphasize the safety of the children in the welfare program, and assistance to achieve this goal has been offered. However, these assistance programs are only temporary fixes; for violence perpetuators and victims, the elimination of violence is the only path to a safe living environment. From the viewpoint of child welfare facilities and foster parents, the methods of violence prevention consisted of evaluation of trauma, psychological assistance for the individual, parents, and the surrounding environment. The ongoing focus should be to pay closer attention to the affected individual and whether his or her continuous safety is secured along with the difficulties in his or her life while trying to secure safety.
