モンゴルの大学の管理運営制度に関する考察 --体制移行の比較的検討を通じて--

Abstract

本稿では、体制移行を経験したモンゴル国の大学の管理運営について主に最高意思決定機関である理事会の構成員に着目し、モンゴルの特に国立大学の管理運営主体に関する見方を政府文書(議事録、法案)と法規定などを手掛かりに明らかにすることを目的とした。社会主義時代の大学の管理運営の制度は基本的には人民革命党の縦の管理によって、行われており、大学は党の計画に基づいた人材養成する機関と考えられていた。民主主義時代の大学には、地域や社会の代表者などのより多くの人々の参加を保つべきという考え方が存在する一方、政策の実現をスムーズに進め安定性を保つために政権を担っている政府の権利を重視した考えが反映された管理運営が長い間されてきた。モンゴル国は民主主義への転換を果たしたが、モンゴルの大学の管理運営主体に関する見方は依然として所有者のものだと考えられ、特に国立大学は政府の管轄下のままとなっていると言える。

This paper clarifies the Mongolian view of university by paying attention to the governance of higher education in Mongolia, mainly focusing the members of the Board of Directors, which is the supreme decision making body. During the socialist period, universities were administered directly by the People's Revolutionary Party, and the university was considered an institution to train personnel based on party plans. However, after the emergence of democracy, the idea of maintaining more people, such as regional and social representatives, was disseminated in the administration of the university. On the other hand, to carry out policies smoothly and stably, the participation of the majority of government representatives has been maintained for a long time. Mongolia has achieved a transition to democracy, but the concept of university management in Mongolia is still controlled by government representatives.
