高大接続における大学の役割と機能 --米国のAdvanced Placementプログラムに焦点を当てて--

Abstract

本稿はユタ州の事例を取り上げ、APがユタ州における位置づけや、大学が高大接続において果たしている役割と機能について検討する。具体的に、まず全米のAPに関する政策動向と、ユタ州におけるAPの制度設計について説明する。次にユタ州の教育基本情報、大学の特徴及び高大接続プログラムの種類について紹介する。さらにユタ州におけるAPの実施状況を明らかにする。最後にユタ大学でのAPの活用方法について検討する。最終的にユタ州におけるAPの活用事例を通して、高大接続における大学の役割と機能について検証する。結論として、ユタ大学は高大接続においては、(1)大学入学における能力・適性等の判定、(2)大学に入学してくる学生の多様化への対応、(3)国際的通用性の確保の3つの役割を果たしていることを示す。一方、州の教育権限が強いユタ州の事例からは、高大接続をスムーズ促進するためには、行政機関における適切な規制と助成も非常に重要であると指摘する。

This paper focuses on the position of advanced placement (AP) in the state of Utah in the USA and the roles and functions played by the university in articulation between upper secondary schools and universities. Specifically, we first describe the institutional design of AP in Utah. Next, we introduce the basic educational data of the state of Utah, the characteristics of universities, and types of articulation between upper secondary schools and universities programs. Furthermore, we analyze the situation regarding implementation of AP in Utah. We extract how AP is being put into practice at the University of Utah. Ultimately, we examine the roles and functions of universities in articulation between upper secondary schools and universities. The results of the survey indicated that the University of Utah has three roles in articulation between upper secondary schools and universities: (1) determining ability/aptitude at admission; (2) responding to diversification of students entering university; and (3) securing international validity. In addition, we also found that the educational authority is strong in Utah. To promote articulation between upper secondary schools and universities, proper regulation and subsidization of administrative agencies are very important.
