中国高等職業教育の提供における業界団体の役割

Abstract

中華人民共和国では、経済・社会発展に必要な人材を育成するため、高等職業教育に対する重視の程度が高まり、その提供には個別の企業のみならず、業界団体も役割を果たすべきと提唱されている。本稿では、業界団体の高等職業教育の提供における役割を明らかにすることを目的とした。その結果、中央政府による業界団体の役割に対する提唱内容が資金援助、教育内容に対する提言、人材の評価のように多様になってきた。そこで提唱される業界団体には、産業別教学指導委員会、産業別協会、職業教育グループのように、多様な団体が存在している。各業界団体は高等職業教育の提供において、異なる役割を持ち、それぞれの役割が置く重点には違いがある。業界団体は高等職業教育を提供する諸主体の中間に位置づけながら、高等職業教育の提供に対する指導の実施、主体間の情報の伝達、そして産業と教育との関係強化の促進において役割を果たすべきとされているといえる。

In the People's Republic of China, there is increasing emphasis on higher vocational education aimed at developing human resources that are necessary for economic and social development. It is advocated that not only individual enterprises but also industry organizations should play a role in providing higher vocational education. This paper seeks to clarify the role of industry organizations in providing higher vocational education and the discoveries of research in this area. The roles of industry organizations proposed by the Central Government have become diversified, including financial assistance, recommendations for educational content, and evaluation of human resources. There are a variety of industry organizations, including Industry Association, Teaching Steering Committee by Industry and Vocational Education Group. Each type of industry organization has different roles in providing higher vocational education, and each has a different emphasis. Of the various entities providing higher vocational education, industry organizations play roles in providing guidance on the provision of higher vocational education, communicating information between the entities, and strengthening the cooperation between industry and education.
