犯罪被害者支援の歴史と展望 --警察による心理的支援を中心とした検討--

Abstract

「被害者対策要綱」(1996年)の策定に始まった警察の犯罪被害者支援は，犯罪被害者等基本法(2004年)の成立を経て大きく進展した。警察が行う様々な支援のうち，精神的被害の回復への支援を担うのが警察部内のカウンセリング専門職員(部内カウンセラー)である。部内カウンセラーの特徴は，刑事手続の流れに沿って面接や付添い，関係機関との連絡調整等，様々な支援活動を行うことである。被害直後から犯罪被害者と関わる警察において，適切な心理的支援が行われることは，その後の支援を円滑に推進するために重要であり，部内カウンセラーの活動には，従来から行われている相談室における心理的支援とは異なる支援モデルが必要である。被害後間もない時期の犯罪被害者にとって必要なのは，安全感の確立である。刑事司法や二次的被害の影響を踏まえた上で，犯罪被害者が安全感を感じられるよう，また，その体験を将来，トラウマからの回復に活用できるようアウトリーチ型の危機介入を行うことが，部内カウンセラーによる心理的支援であると考えられる。

Police support for victims of crime, which began with formulation of the Guideline of Support for Crime Victims in 1996, has made great progress since the Basic Act for Crime Victims was enacted in 2004. Among the various types of support provided by the police, police psychologists are responsible for helping victims recover from psychological damage. Police psychologists conduct various support activities, including counseling, accompaniment, and coordination with related organizations along the flow of criminal procedures. As the police are involved with victims immediately after a crime, it is important to provide appropriate psychological support to smoothly promote support. The activities of police psychologists require a different model of support from traditional counseling. In the early posttraumatic period, victims of crime require establishment of a sense of safety. Police psychologists provide outreach crisis intervention to crime victims, taking into account the impacts of criminal justice and secondary victimization, to help them feel safe and to use their experiences to recover from trauma.
