米『ブルーブック』から日本の放送が得たもの --戦後日本の放送は何を得て何を捨てたのか--

Abstract

戦後の日本の放送は公共性の意識から始まったと言える。放送法に「公共の福祉」が明記され、それが戦後の放送の出発となっている。それは「国家機関」とされてきた戦前、戦中の放送からの大きな転換だった。その変化は、従来、GHQ(連合国総司令部)が進めた放送の民主化の過程で導入されたものと理解されてきた。しかしGHQは放送制度の構築の大枠は示したものの、その細かい制度設計は日本側に任せていた。その任に当たったのは「国家機関」としての放送を担った戦前、戦中からの逓信官僚だった。その官僚が戦後にモデルとしたのはアメリカの制度であり、中でも『ブルーブック』と呼ばれた冊子だった。では、日本の放送制度はそれらをどのように取り入れて作られたのか。そこには取捨選択があった。『ブルーブック』とそれにいたるアメリカの放送史を検討しつつ、日本側の記録から、その選択の中身を考察する。

Postwar broadcasting in Japan began with awareness of a sense of public welfare as stated in the Broadcasting Law—a major shift from prewar and wartime broadcasting in which broadcasters were technically run by the government. This change was understood to have been introduced in the process of democratization of broadcasting by the General Headquarters of the Allied Forces (GHQ). However, although GHQ laid out the general framework for establishment of the Japanese broadcasting system, it left detailed design of the system to the Japanese side. The bureaucrats responsible for the broadcasting system at the time of the war were suddenly forced to deal with the phrase “public welfare” without knowing what that idea represented. They then turned to the American system as a model, especially the FCC “Blue Book.” How was Japan's broadcasting system created by incorporating this “Blue Book” and the American broadcasting system? This paper examines the “Blue Book” and the history of American broadcasting leading up to the book, and sheds light on the choices made for the broadcasting system by Japanese bureaucrats.
