台湾の大学入学者選抜における特別措置に関する考察

Abstract

大学入学者選抜は、大学に進学する者を選抜する制度として、当該社会における大学に対する社会的な期待や公平性や公正さに対する考え方が反映され、平等性が重視されると同時に、様々な背景から特定のカテゴリーを対象に設定して特別な措置が導入されることがある。本稿では、台湾を対象として、大学入学者選抜制度及びその制度においてとられた特別措置の歴史的変遷を検討するとともに、それらを俯瞰的に捉えることを通じてその特徴について考察した。その結果、大学入学者選抜制度は政治体制や社会の動きを反映して変化してきていることを確認した。また、大学入学者選抜における特別措置が時代によって目的や対象が変化し拡大していることを具体的に示すとともに、その変化は国の体制や社会の動きと結びついていると考えられること、同時に特定の意図をもつ措置はそうした変化に関わらず維持されていることを明らかにした。

As systems for selecting students who will enter universities, university entrance selection systems reflect societal expectations regarding universities, as well as notions of fairness and impartiality in their respective societies. Accordingly, preferential admission policies are sometimes introduced to target specific categories of students due to various circumstances. This paper examines the historical evolution of Taiwan's university entrance selection system and the preferential admission policies implemented within it, discussing their characteristics through a comprehensive overview. The findings confirmed that the university entrance selection system has been evolving in response to changes in the political system and social trends. The purposes and targets of preferential admission policies within the university admissions system have changed and expanded over time, and these changes are linked to national policies and social trends, while some measures with specific intentions are maintained regardless of these broader changes.
