インド・カルナータカ州の学校教育における言語に関する戦略 --英語と州公用語の扱い方に着目して--

Abstract

本稿はインド・カルナータカ州に着目し、同州政府は学校教育の言語に関する政策において、英語と土着言語をそれぞれどのように扱い、全体としてどのような戦略をとっているのか明らかにすることを目的としている。教授言語に関する政策においては、英語と州公用語のどちらをも教授言語として用いる戦略がとられているが、州公用語を教授言語とする教育の規模のほうが大きく、州公用語を教授言語とする学校教育を受けた生徒を、高等教育や職業教育への入学において優遇する政策を実施し、英語よりも州公用語の位置づけを強化するような戦略となっている。学校教育の言語教育に関する政策においては、英語と州公用語の両方を学習科目とする戦略がとられているが、前期初等教育段階において、英語よりも州公用語の学習方法のほうがより厳格に定められており、学習言語としての英語の重要性を認識しつつ、州公用語の位置づけを最も強化するような戦略となっている。

This paper aims to clarify the language education policies implemented by the State Government of Karnataka, India, with a focus on the use of English and the state's official language for instruction in schools. Both languages are employed in education. However, the state's official language is more widely used as the primary medium of instruction. Students educated in the state's official language are given priority slots in higher and professional education admissions. With regard to language education, all students are required to study both English and the state's official language. In primary schools, English is introduced through interactive methods, such as games and stories, whereas the state's official language is taught using textbooks prescribed by the state government. The policy emphasizes the importance of the state's official language in school education while recognizing the value of English for broader academic and professional purposes. Overall, the State Government of Karnataka prioritizes the use of the state's official language in classrooms but also encourages proficiency in English to support students' future educational and career opportunities.
