世界諸国の高等職業教育の展開に関する考察 --学士課程段階の高等職業教育の提供状況の整理を試みて--

Abstract

本稿ではアジア地域を視野に入れた世界諸国の高等職業教育の展開状況を明らかにするため、従来ある高等職業教育の分析における視点及び傾向、そして2024年現在の高等職業教育プログラムの展開状況の量的及び地域的傾向を整理して、その定義づけを行うための重要な用語及び項目の選定に関する初歩的な検討を行った。その結果、高等職業教育は多様な機関または方法で提供されているなかで、そこでは多様な用語が名称に使用されており、短期の高等職業教育機関が中心である点が共通しているものの、アジア諸国では学士課程段階の機関が多数設置され、旧社会主義諸国のカテゴリーではその設置をめぐる異なる思惑がある点が特徴としてみられた。このような多様性ある高等職業教育の定義づけを行う際には出口段階の修了証明書及びゴールである対応する職業の種類とレベル、さらには高等教育システムにおける位置づけを考慮する必要性が改めて検討できた。本稿で高等職業教育の提供状況の類型化を試みたものの、その実態の確認を通した類型の精緻化を今後の課題としたい。

This paper summarized the development of higher vocational education in countries around the world, including Asia, and identified trends. Existing trends in higher vocational education as well as the methods and regional trends of higher vocational education program delivery as of 2024 were analyzed. The results showed that while higher vocational education is provided through a variety of institutions and methods, many different terms are used to name them, and the common feature is that they are mainly short-term higher vocational education institutions, in Asian countries there are many institutions at the bachelor's degree level, and in the category of former socialist countries there are different ideas surrounding the establishment of such institutions. Although this paper attempted to categorize the state of provision of higher vocational education, further refinement of categorization through confirmation of the actual situation remains to be addressed in future studies.
