抄録: The purpose of this paper is to clarify a total evaluation scheme around higher education institutions including policy evaluation systems under the Government Policy Evaluations Act (GPEA) enacted in April 2002. The evaluation scheme for higher education in Japan is composed of university self-study, accreditation for higher education institutions, accreditation for professional graduate schools, performance assessment for national university corporation and policy evaluation that deal with all policies and projects implemented by governmental agencies. This framework is very complicated and quite fluid. Furhermore this paper shows a plan for improving the policy evaluation process that has been conducted by the Government from 2003. The evaluation system will be connected with the budgeting process from fiscal year 2010, as a part of national administrarive reforms based on New Pablic Manegement directives in this plan. Policy evaluation includes a function to measure and analyze the effects of policies and objectively assess them so as to provide useful information for more precise planning and implementation of policies. Problems that arise in evaluation for higher education under the plan will be varied and complex. This paper reviews their impact on higher education. This paper also analyzes the impact of the Japanese acreditation system (ninsho-hyoka) established in 2004, and highlights some problems where it should be improved.
