抄録: This paper examines governmental organization (GO) intentions regarding collaboration with non-governmental organizations (NGOs) in pre-primary education (PPE) in Bangladesh by studying national standards. Here, national standards include delivery standards in Pre Primary Education Expansion Plan 2012, pre-primary national curriculum, and core materials. First, this paper discusses the fundamental framework of collaboration written in the Implementation Plan of GO-NGO Collaboration Guideline for Universal PPE in Bangladesh 2011. Second, the details of delivery standards are discussed to clarify the intentions of government at the expansion level. Third, the function of national curriculum and core materials to prompt collaboration at the field level is discussed. This study indicated that government has the idea to collaborate with NGOs at both the policy making level and the field level, but at the field level, government does not have the intention to intervene in the practice of NGOs. In addition, there is little collaboration in the teacher training area, and collaboration is not promoted without NGOs approaching the government. These results indicated that government plans for collaboration have gaps between the policy level and field level in terms of teacher training and this is based on government intention not to intervene in NGOs voluntarily.
