抄録: The voucher system has often been discussed as a market activator and must be separate from governance. This paper questions the variety of voucher systems and clarifies the role of governance by compare different voucher systems in Chile, Milwaukee, England and Hong Kong. Chile is a representative of the original voucher model, where Friedman's voucher model was introduced in the 1980s. Milwaukee as a representative of Jenks' voucher model shows another possibility of the voucher system. England shares similarity with Hong Kong with regard to voucher systems, but the results differ from each other. Furthermore, these three voucher examples were compared with Hong Kong from the viewpoint of fairness & efficiency. Chapter 2 focuses on the relationships between government, preschool, and consumer (parents), also analyzes the reason why compare with other voucher systems and examples, Hong Kong Control-Regulation Voucher system indicate the Pareto improvement. In final part, the proper triangle relationship between government, preschool, and consumer was illustrated as key elements in control-regulation voucher system.
