中国型トランスナショナル高等教育の展開－内外協力による学校運営とブランチキャンパス概念－

Abstract

トランスナショナル高等教育とは、ユネスコ欧州評議会によれば、「教育の成果を認定する機関が所在する国とは異なる国で学習者が受ける教育プログラム」と定義される。近年、欧米に渡航することなく、それらの国の大学の学位、資格を取得するために自国や第三国の分校や提携カレッジに学ぶものが増加している。このシステムはホスト国のインフラの整備を促進したり、外国大学の収入源を増やしているが、質保証の問題を抱えている。中国における類似の現象は「内外協力による学校運営」校と呼ばれている。中国では外国の大学の分校設置が許されていないので、その代わりに外国の大学と中国の大学が対等のパートナーシップの下で、合弁大学を中国に設立している。本論文は比較の視点から、中国の二つの「内外協力による学校運営」校、寧波諾丁漢大学と西交利物浦大学に焦点を当て、このシステムの生まれた背景、意図、方式、効果、課題について考察する。According to UNESCO/Council of Europe, transnational education is defined as ‘programs in which learners are located in a country other than the one in which the awarding institution is based. Growing numbers of students are now following the courses for degrees or qualifications of Western universities without staying in the main campus but staying in the foreign branch campus or offshore college affiliated to that University. This system benefits both host countries and providers in terms of accelerated development of infrastructure and generation of additional incomes but has faced the problem of quality assurance. A Similar phenomenon to the transnational education in China is called cross-border collaboration in university management. Since foreign branch campuses a re n ot a llowed i n C hina, foreign university and Chinese university will instead collaborate in establishing a joint university in China under the equal partnership. This article explores the background, aims, methods, effects and challenges of Chinese system of cross-border collaboration from a comparative perspective focusing on two joint universities, Nimpo Nottingham and Xian Liverpool.
