フランス優先教育政策の存在意義と今後の課題 --地域に対する積極的差別是正措置の影響分析--

Abstract

学力格差に対する教育政策の在り方については、我が国のみならず世界において、今後もさらなる議論が求められる。フランスでは、社会経済的背景に起因する学業の失敗や学力格差が深刻な地域の学校に対する積極的差別是正措置として、1981年から優先教育(Éducation Prioritaire、以下EP)政策が実施されている。本政策を通じて、EPの対象校に対し財政・人材の重点的な資源配分や新しい教授法の導入等が行われている。一方、学力格差是正の観点からは、本政策がこれまでその目的を達成できていないことが明らかとなっている。本稿の目的は、EP政策に関する通達や報告書等の文献調査を通じて、EP政策が導入された背景や過去約40年間の変遷を整理することで、本政策の導入・継続の意義や、EP政策がフランスの教育現場にもたらした成果や影響を究明し、本政策に今後期待できる効果や課題を明らかにすることである。

Making educational policies to solve the problems of achievement gaps is a major issue both in Japan and worldwide. In this paper, we propose a bibliographic study of the characteristics of the Priority Education (éducation prioritaire, EP) policy in France. French policy makers have implemented the EP policy since 1981 for the purpose of eradicating the issue of student inequity in French society and the school system. This is the first positive discrimination policy in the educational system in France, and it grants additional resources to schools in socioeconomically disadvantaged areas and encourages the development of new teaching projects. However, several studies have shown that this policy has not achieved results regarding achievement gaps between EP students and others. Here, we examine the reasons why the EP policy was introduced in France in 1981 and discuss the meaning of the EP policy through analysis of the history of the measures to determine the positive and negative effects of the policy over the last 40 years. Finally, we discuss issues that remain to be improved.
