モンゴルの国立大学の理事会に対する政府の意図 --理事会の政府行政代表者の分析を中心に--

Abstract

本稿ではモンゴルの国立大学に焦点を当てて、主として最高意思決定機関である理事会の政府行政代表者に着目し、政府行政代表者の実態を検討することで、モンゴルの国立大学の理事会制度に対する政府の意図を明らかにすることを目的した。その結果、以下の内容が明らかになった。まず、理事会の導入は、大学を政府行政から自立させる取り組みであった。但し、設立者の代表者が理事の51~60%を占めるよう規定することで一定のコントロールの余地を残した。しかし、それは単純に政府行政の意向に沿わせるためだけではなく、大学の発展などに必要な人材を政府行政機関全体から探して投入できるようにするためでもあった。結論として、政府行政による、国立大学の教育科学スポーツ省からの自立を促しながらも設立者としての責任の下で指導しようとする意図と、大学の発展、制度改善や人材養成の観点から必要な人材を投入しようという意図とがあり、1995年以降からの国立大学理事会の過半数を政府行政任命者が占める状態が継続されてきたと言える。

This paper, examines the composition ratio of the board of the National University of Mongolia focusing on government administration representatives to clarify the government’s intentions for the university board system. The introduction of a board of directors was done to make the university independent of government administration. However, a certain amount of control was left by stipulating that the representatives of the founders account for 51% - 60% of the directors. This was not only to meet the intentions of government administration but also to allow the human resources required for the development of universities to be searched and input from all government administration organizations. In conclusion, from the perspective of governmental administration, it is necessary to instruct administer the National University of Mongolia under the responsibility of the founder while promoting independence from the Ministry of Education, and from the perspective of university development, system improvement, and human resource development.
