利益団体研究の大学団体研究への援用可能性 --高等教育政策形成・実施過程における大学の自律性の分析に向けて--

Abstract

本稿は、高等教育政策においてこれまで体系的に検討されてこなかった大学団体を大学の自律性を確保するアクターとして検討するために、政治学における利益団体研究の知見や理論を援用する可能性を考察することを目的とする。まず、先行研究の検討から、大学団体研究の課題として、組織や構造と大学団体の影響力、大学団体と他アクターの関係性、そして情報の活用や入手の3点を挙げた。次に、大学団体の課題に対応する形で政治学における村松や辻中の一連の研究を検討した。その結果、利益団体研究を大学団体研究について本稿が指摘した三つの課題に対して援用できる可能性が示された。また、教育利益団体の検討からは、教育特有の政治的側面と行政的側面という機能を確認することができ、これを高等教育行政における大学団体の機能にも援用できることを確認した。

The purpose of this paper is to examine the possibility of using the findings and theories of interest group studies in political science to examine association of universities, which have not been systematically examined in higher education policy, as actors to ensure the autonomy of universities. Firstly, from a review of previous studies, three issues in the study of university associations were identified: organization and structure and the influence of university associations, the relationships between university associations and other actors, and the use and availability of information. Subsequently, a series of studies by Muramatsu and Tsujinaka in political science were examined in response to the issues of university associations. As a result, it was shown that the study of interest groups can be applied to the three issues highlighted above regarding the study of university associations. In addition, the study of educational interest groups confirmed the functions of political and administrative aspects unique to education, which can be applied to the functions of university associations in higher education administration.
