韓国における大学入学者選抜をめぐる論争に関する考察 --教育の「正常化」言説を手がかりとして--

Abstract

本稿の目的は、教育の「正常化」が強く求められた1968年から1987年までを対象に、韓国社会で望ましいとみなされていた大学入学者選抜のあるべき姿を検討することを通じて、その背後に前提とされている考え方を明らかにすることである。そのために、政策文書や新聞の大学入学者選抜に関する教育の「正常化」言説を分析し、教育の「正常化」の点からどのような大学入学者選抜が望ましいとされたかを検討した。その結果、対象とした時期の間では、入試競争で変質した学校教育を全人教育へ戻すことが求められていた。過熱課外授業の抑制に対し、より直接的な効果を発揮する改革も求められ、形式面から内容面へと議論の重点が変化した。しかし、いずれの議論の中でも共通して学生の学びの中心を、全人教育を行う場としての学校にすることが意図されている。これが教育の「正常化」の最終目標だが、その実現形や方策が多様であるため大学入学者選抜についての議論が生じる。

This article clarifies the underlying assumptions behind the controversies surrounding university admission in South Korea, by examining the ideal form of university admission considered desirable in South Korean society between 1968 and 1987, when the “normalization” of education was strongly pursued. Through analyzing discourses in policy papers and newspapers on university admission and the “normalization” of education, this article examines what kind of university admission is desirable in the aspect of the “normalization” of education. The results showed that from 1968 to 1987 it was required to restore school education, distorted by the competition of university admission, to a well-rounded education. In addition, while more effective reform was demanded to directly reduce private education provided outside the school, the focus of the argument shifted from the formality of the entrance examination to the content. However, any discourse commonly aims to make the school the center of students' learning, where a well-rounded education can be implemented. This is the final goal of the “normalization” of education, but the ideal forms and methods of “normalizing” education vary, and therefore the argument of university admission emerged repeatedly.
