Abstract

This research examines the causes behind the Reading Rights Movement by the Blind. Two problems for the movement exist. The first problem is the fact that the Blind have expressed their preference for information needs to the public libraries instead of the Braille libraries. The other problem is that Braille libraries could not respond to their needs. One of the reasons for these two problems is the fact that information needs of the Blind have increased due to widespread adoption of and improved education for the Blind. The other reason is a gap exists between the services of Braille libraries and the information needs of the Blind.
